General Yaalon, a distinguished military fellow at the Institute, is the former Israel Defense Forces (IDF) chief of staff. Mr. Dichter, a visiting fellow at the Brookings Institution’s Saban Center for Middle East Policy, is the former head of the Israeli Security Agency (Shin Bet).
