When is persistence folly?

I would appreciate it if you would give a few clues as to when it's O.K. to quit, that is, to know when you have given enough effort without reasonable results. For example, I've been trying to learn Hebrew for many years and I'm still an 'intermediate'. Although I enjoy my studies/efforts it's extremely frustrating and embarrassing for me not to get off the 'intermediate' level. Thanks in advance for your thoughts.
