Weird interpretation and characters!
It seems to me that there is an analogy between this giant turtle choosing this small geiko- like as a sheriff and G-d instructing Moses to take the lead of the people!
It’s in the human nature to hope and believe that something better will always happen, even in bad times, knowing that G-d will eventually show them the right path. It’s what maintains them alive.
