Lovely story but couldn't have happened as told
It's a lovely story. Even though it is a work of fiction, it still brings tears to my eyes.
Fiction, you ask? Yes, fiction. A person who is born blind and does not have her vision corrected surgically at a very young age, will never be able to see. The necessary brain connections simply never get formed, and you can't start at age 63.
Also, even if the surgeon agreed to waive his fee, you would still have fees for the hospital, operating room, nurses, doctors, equipment and drugs. Such a beautiful story, too bad it isn't true.
But don't be sad. Even if this particular story couldn't have happened as told, miracles do happen in our world, miracles of kindness and goodness, and sometimes miracles of healing that can only be explained as Providential.

something similar happened to me
I had surgery performed on my brain 22 years ago. I came to the US from Israel and thought that insurance had been arranged for the surgery. A couple of days before I was scheduled to fly, I found out that the insurance did not apply to me and went with no money.
When I reached the world-renowned surgeon, he told me that he found out that there was a problem with the insurance so he wasn't going to charge me.He also prevailed upon the anesthesiologist to wave his fee and the hospital forgave most of the cost of my stay.
As far as the eye surgery, perhaps certain details of the story were changed and they were actually talking about a different surgery if, in fact, you are correct and this is not possible, but the rest of the story is eminently possible!

Here is another miracle
A little over 16 years ago I began suffering severe asthma attacks. Five times I had to be rushed to hospital: many medicines and lots of cortisone... but the asthma continued relentlessly. After almost getting rid of all medication, I began a treatment of auto vaccines with Dr. José del Valle Monge in Antigua, Guatemala, and 5 days ago I was declared ASTHMA FREE!!!!!!!! "God's ways are mysterious his miracles to perform..."

This story is sweet but never happened
An old story, it's been around for years, it's sweet but not plausible. A person who was born blind would not be able to see decades later even after the best eye surgery If the brain connections had not been formed in childhood they could not be formed later on. To re-write this story and make it more plausible, you'd have to say she lost her eyesight in childhood -- not that she was born blind. Also, even if the doctor agreed to do the surgery for nothing, the hospital, operating room, anesthesia, nursing care, meds, etc etc would have to be paid for somehow. I prefer true stories that are true in the sense that they acutally happened.

it doesn't have to actually have happened...
As Elie Wiesel said, "Some things are true that never happened." The story is not about acutality and dollars and cents, it is about the spirit. It doesn't mattter if it could really happen or not; it is about one person's faith in her ability to accomplish a miracle, and another person's willingness to be put himself out to be part of that miracle.

Better leave it as it is
This story isn't even trying to present itself as true. Judaism has a long history of spinning tales to drive home a particular point - it's not about how true the story is, but the lesson we're supposed to take out of it. The way this story is told here, it doesn't take too much sechel to understand it never really happened. To change details so that people wouldn't easily understand it's made up would be bordering on dishonesty.
