President Bush is putting increased pressure on Arafat to crack down on Palestinian terror groups in the territories.

On November 9, Bush's national security adviser, Condoleezza Rice, sharply criticized Arafat by saying he could not simultaneously be part of the anti-terror coalition while embracing Hamas. Rice said:

There are responsibilities that come with being the representative of the Palestinian people. And that means to make certain that you do everything that you can to lower the level of violence, everything that you can to root out terrorists, to arrest them, to make sure that the security situation in the Palestinian territories -- Area A, for instance -- is one from which terror cannot spring.

These are responsibilities that we have asked Chairman Arafat to take, and to take seriously. We still don't think that there has been enough in this regard. But just like with any leadership, it is extremely important to separate yourself from international terrorists. You cannot help us with al-Qaida and hug Hizbullah. That's not acceptable. Or Hamas. The president continues to make that clear to Mr. Arafat, and [therefore] there are no plans to meet with Mr. Arafat in New York.

The same day, Palestinian Cabinet Minister Nabil Shaath acknowledged that the PA has not always arrested the Palestinian militants it has claimed to have arrested. In speaking at the Brookings Institute, Shaath said:

The Israelis say that the Palestinians are not arresting the people they say they arrested. And they cite some examples. And some examples probably are true.

PA failure to stop terrorists means that Israel has no choice but to do the job itself. In defending Israel's policy of "interception," Shimon Peres recounted the case of Atef Abayat, a Tanzim leader in the Bethlehem area wanted for several murders. Peres said he had received repeated assurances from Arafat and West Bank Preventive Security Service chief Jibril Rajoub that Abayat had been detained. However, he was recently killed by an Israeli missile while riding freely in a jeep.

On November 14, Islamic Jihad leader Mahmoud Tawalbi, who tops Israel's most wanted list, was arrested by Palestinian police, then immediately released due to "street pressure." About 3,000 Palestinians protested the arrest by surrounding the Palestinian police offices in Jenin, firing rifles and throwing grenades at the compound, and burning cars in the city.

The U.S. recently added the anti-Israeli terrorist groups Hamas, Hizbullah, Islamic Jihad, and the Popular Front for the Liberation of Palestine to a presidential executive order that instructs foreign banks and financial institutions to freeze terrorists' accounts or face American sanctions.

Atallah Abu Al-Subh, a columnist for the Hamas weekly Al-Risala based in Gaza, called for putting anthrax in the U.S. water supply. The Gaza publication declared:

And behold, it now transpires that its men are of paper and its commanders are of cardboard, and they hasten to flee as soon as they see - only see - chalk dust!
